What is the difference between Community Service Programs (CSPs) and Committees?

JWC has 6 CSPs: Arts, Conservation, Education, Home Life, International/Public Affairs and Fund Development. Each member belongs to one CSP for a club year. In the following year a member rotates to another CSP, so eventually a member serves in every CSP in the club. Our committees work with special projects throughout the year that the entire club focuses on OR internal functions within the club to assist the overall membership, such as our Membership Committee which helps plan our social functions. Another example is the State Tree Lighting Committee which assists in gathering and organizing resources for that event.
