When a buyer clicks on the Make Offer button, the buyer sends an offer price to the seller. When the seller accepts the offer or the buyer accepts a counter-offer, the buyer has purchased the item and is required to complete the transaction with the seller. The Buy Now button is automatically enabled in all item listings. Sellers can disable it by not entering a price and checking the Not Sure box on the item listing form, or select specific buyer restrictions on their Selling Preferences.
