What is the difference between being weird and being eccentric?
I would say the difference is intent. Someone who is eccentric may not follow the norm, but they are harmless in intent and in practice. There is nothing creepy about them, they just march to a different drummer. Someone who is weird may very well be harmful in intent and practice. You may not be able to prove that they are doing something evil, but they may give you a really creepy feeling.
