The Police may arrest you anytime you have a warrant out for your arrest. That is someone has gone before a judge and sworn out a criminal warrant on you. Once that is done the Police can serve it on you and arrest you. The Police are allowed to make on view arrests. That is anytime they have probable cause to believe you committed a crime they can arrest you. In my State there are limits to this but basically if their is a good reason to believe a law was broken by someone the Officer may arrest them.
