CBC owns and operates television stations in major cities across the country. However, there are a number of smaller centres where CBC does not own the station that provides CBC programming, but rather contracts an affiliate to do so. Whereas CBC is the public broadcaster, affiliates are private broadcasters. Most affiliates carry much of the CBC program schedule. However, they are not required to carry all CBC programs. Affiliates may opt out of CBC programs that are not mandatory under the agreement, if they choose, and instead broadcast programming acquired from other sources.
