What is the difference between an Enterprise Manager and a top-level administrator?
An Enterprise Manager is a person who, by default, has access to all projects, statistics, etc. in the system. The Enterprise Manager can create projects, set up user accounts, delete user accounts, etc. A top-level administrator is the person who, at any time, can get into the system even if all the accounts have been disabled. For example, you have an Enterprise Manager who finds out that he or she will be laid off and so decides to do harm to the company by disabling all accounts or change all logins and password. In a situation like this, the top-level administrator can always log onto the system and bring all the accounts in order by using the top-level administrator account.
