The Work Permit you receive through the WHP is an “open” work permit, meaning that you do not need a prior job offer from a Canadian employer in order to apply. To apply for other work permits you need to secure an offer of employment in Canada, and in most cases the Canadian employer will have to contact Human Resources and Social Development Canada (HRSDC) for a Labour Market Opinion.
