A QTI tool is one of a set of interaction types that the QTI standard encodes. Examples are Choice Interactions, which form the basis of multiple-choice questions, Text Interactions are written answers to questions. AQTF validated-assessment tools on the other hand are questions which are known to be valid within the AQTF.
