A transaction listing does not contain the legal disclosures we are required to make in order for it to be a statement, eg opening and closing balances for the month, interest, ATM fees incurred.

A transaction listing (like what you would find in internet banking) does not contain the relevant legal disclosures that are mandatory to make it a statement. For example, opening and closing balances, interest and ATM fees.
