A top-down plan is one which is not “connected” to a design specification. A superplan is plan that contains other plans (i.e. subplans). A subplan is plan that is included in a superplan. A base plan is plan that is at the bottom level of the hierarchy (i.e. it does include any subplans). The plans that it contains may be base plans or top-down plans.
