What is the difference between a sub-awardee and a contractor, and when does the lead applicant need to use the competitive procurement process?
The competitive process must be used if a sub-contractor will be providing goods and services (e.g., a vendor or consultant). If the entity will be carrying out part of the Beacon Community’s programmatic effort, it would be considered a sub-awardee. The lead applicant is able to allocate grant funding to sub-awardees to carry out part of the programmatic effort without using a competitive process.
