What is the difference between a scooter and moped ?
It depends on who you ask. Some believe that a a true moped must have functional pedals. The term “mo-ped” certainly would imply that the vehicle would have pedals. In some states moped plates are only granted to vehicles with functional pedals. The term scooter is usually associated with a two-wheeled vehicle that has a step through design.
