What is the difference between a “proprietary” system and a “standard” one?
The adoption of a cryptosystem as a standard means merely that it has been reviewed and studied by the standards body. It may still be “proprietary,” that is, it may be owned by a company and require a license to use. Note that many widely used “proprietary” systems have become “standards,” for example, the RSA cryptosystem. Even though RSA is a proprietary system, it filled a market need (being the first public key cryptosystem) and so was widely accepted.
