What is the difference between a preproposal and a full proposal?
Preproposals are an abbreviated form of a full proposal that outline and succinctly describe the purpose and objectives of the proposed project. Preproposals must be accompanied by the OE preproposal cover sheet. Preproposals will be reviewed by the OE Director in consultation with the OE program staff to determine if the proposed project meets the intent of the AO. Based on this review, OE will either encourage or discourage an applicant to submit a full proposal. The final decision to submit a full proposal is up to the applicant.
