What is the difference between a majority and minority government?
This is a government that forms when it has the most votes, but not a clear majority of 50%+. It is more likely to happen in Europe where there are many parties, and then, what generally happens is that the government will form a temporary alliance with a similar party in order to be able to pass laws.
