Both types of agency are perfectly legal. A licensed agency is one which pays tax to the government. These agencies are required to display their tax number certificate and they would generally work from an office or similar premises. A non-licensed agency would not have such a certificate on display and would tend to operate from non office locations such as bars, restaurants or hotels. Licensed agencies are certified by the Turkish Government and work on the basis of charging 3% commission. It is preferable to use a licensed agency in order for you to have the backing of the Turkish Government. Some licensed agencies, such as Aquasun Estates operate from an office but also have advertising in affiliated restaurants or bars.
