It seems to me that you answered your own question! The laid-back person, with a calm approach, carries out his responsibilities. But the passive person won’t do anything. Or perhaps the difference is that the laid-back person is calm and relaxed, while the passive person doesn’t get anything done so he’s all tied up in knots.
