What is the difference between a direct grant and the block grant under the EECBG program?
ADirect grants are those that have been allocated to the largest cities and counties in a state, based upon daytime per capita numbers. The ten largest Idaho cities and counties (PDF) are eligible for direct grants under the EECBG. All other cities and counties in Idaho are eligible for competitive block grants through the Idaho Office of Energy Resources (OER).
