What is the difference between a defense business system and a Warfighter system?
A Warfighter system is used in theater, generally has a documented sponsor from the Joint Staff, and is not subject to the MHS DBT review process. AHLTA, the DoD Electronic Health Record used in hospitals and clinics worldwide, is a system that requires pre-certification through the MHS DBT investment review process and certification from the Defense Business Systems Management Committee. However, AHLTA Theater is classified as a Warfighting system because it is exclusively used in theater. Therefore, AHLTA Theater investments do not require review from MHS or DBSMC certification. Similarly, Theater Medical Information Program (TMIP) is a system that supports theater health services during combat or contingency operations, and is not subject to MHS DBT review because it is considered a Warfighter system. But DBSS, which is one product within TMIP, is classified as a business system because it is considered a garrison product wrapped into a warfighter program.
