What is the difference between a DBE and an MBE or WBE?
A11: A Minority Business Enterprise (MBE) is one that is at least 51 percent owned and controlled by a minority, including, but not limited to: African Americans, Hispanic Americans, Portuguese Americans, Native Americans, Asian-Pacific Americans, or Asian-Indian Americans. A Woman-Owned Business Enterprise (WBE) is one that is at least 51 percent owned and controlled by a woman. To become certified as a DBE under federal guidelines, a small business must be at least 51 percent owned and controlled by one or more socially and economically disadvantaged individuals. Federal regulations presume that women and minorities, listed above, are socially disadvantaged. Additionally, firms must meet criteria for revenue, staffing and personal worth.
