Not really that much difference. Any draft bill, whether drafted by a cross party of parliament, government or a private members bill, will have to go through the full parliamentary process before it passes into law. Normally, it is government who will draft bills as they are the ones who are in a better position to get their policies passed through. However when it is something which is in the best interest of all parties (the country as a whole) then members from each party will have a hand in drafting it. Private members bills are when a single MP has an issue he wants to try and get debated and passed into law. As said – all have to go through the same parliamentary process to get passed into law. Although a “parliamentary” bill will have an easier passage through the voting stages as there will be no opposition.
