Technically there is no difference, in both cases someone is being delegated signing authority for someone else for a specific window of dates. The only difference is that Backup Approvers are being delegated to by another Supervisor, whereas Alternate Approvers are for vacant positions and are set by the Personnel Officer for the department or unit.
