This is the ram air turbine, a.k.a. ‘RAT’ (click here for photo). This is a device used for generating emergency power for vital systems (flight controls, linked hydraulics and also flight-critical instrumentation). The RAT would deploy automatically in the event of total engine failure – something that never happened to Concorde! Most aircraft (including all airliners) have a ram air turbine.
