What is the Detroit Empowerment Zone?
The Detroit Empowerment Zone (EZ) program is a new approach to urban revitalization. The City of Detroit received federal grant monies to improve the quality of life for residents and tax breaks and other incentives to entice businesses to relocate or expand within a specified geographic area. In 1994, Detroit received $100 million in social service grants to cover a ten-year period (1995-2004) for programs located within the Empowerment Zone. In addition to the $100 million in federal grants, Detroit area financial institutions and businesses pledged $1 billion for financing and investment opportunities. Today that goal has been surpassed by $400 million.
