What is the definition of ‘research and development’ for the purposes of being exempt from the mandatory procurement process of the CPGs?
Application of this exemption should be determined on a case-by-case basis using the normal definition of ‘research and development’. Procurement of research services includes the conduct of surveys, market research, scientific research and educational research. Development services includes the creation/production of new and improved products, devices, processes or services. It extends to design, proof of concept and the production of prototypes. This exemption does not apply to the procurement of inputs to research and development, such as computers, computer software or other types of equipment required in order to conduct the proposed research or development project, unless those inputs are themselves research or development.
