What is the definition of an economically disadvantaged adult?
The term “economically disadvantaged adult” was a category under the Job Training Partnership Act (JTPA) that no longer applies under WIA. WIA adult and dislocated worker programs do not have a means test for income; only youth programs use income as an eligibility criterion.
