What is the definition of a referral?
The PI guidance states that the definition of a referral is as follows:-A referral is defined as a request for services to be provided by a social service department where the case is not already openThere appear to be inconsistencies across Wales, in the way that this data is being reported. Comments made by authorities suggest that some are returning all contacts, while others are not including reception and initial contact activity, which may or may not lead to a referral. We would therefore like to take this opportunity to reiterate the advice previously given that ANY REQUEST FOR A SERVICE should be counted as a referral. Clearly, contacts which simply seek information should not be included.
