The Procurement Administrator submits its confidential report to the Illinois Commerce Commission (“ICC”) on the business day following the Bid Date, namely May 12, 2009. The ICC has two business days (or until May 14, 2009) to render its decision. The Procurement Administrator notifies REC Bidders with Bids that were being evaluated of the ICC decision as soon as practicable.
