What is the Cutler HVAC Building Committee’s role?
As per MSBA regulations, an Eligible Applicant (the district) must form a school building committee for the purpose of generally monitoring the application process and to advise the applicant during the construction of an Approved Project. In our case it’s the Cutler HVAC System Project and our first assignment was to hire the Owner’s Project Manager (OPM). In order to effectively carry out this work the committee undertook an on site study of the current system and its maintenance issues. The selection committee reviewed all the RFP (Request for Proposal) submissions and rated them according to a system provided by the MSBA. The top three firms were invited to interview. One firm, Municipal Building Consultants, emerged as the clear favorite of the selection committee. The members then each undertook to contact this firm’s references, which where overwhelmingly positive. The selection of the OPM is critical, because this is the expert that is working with the district’s best interests
