The MRC has a position statement on this issue, which includes the specific obligations of institutions, grant holders and all others supported by grants. Specifically, the MRC: • Expects authors of research papers to maximise the opportunities to make their results freely available and, where possible, to ensure that copyright is retained by their employer or institution. • Invites applicants for grant support to request in their proposals funds to cover the costs of page processing charges levied by publishers who support the open-access model. Such funding is available (whether the paper is expected to be published during the period of grant support, or after) under the full economic costing (FEC) regime. MRC Institutes and Units are already fully funded, and are expected to meet such costs out of their existing budgets.
