What is the criteria to receive IP block from LACNIC?
Basically, if an organization is service or connectivity provider (ISP), it should demonstrate efficient utilization of at least 8 /24 blocks, or 4 /24 blocks if this organization is multi-homed (two or more upstream providers), in order to justify the allocation of a /20 block, which is the minimum prefix size for this type of organization. If the organization is an end-user, which is the organization that is going to use the address block to its own infrastructure and not to provide service the others, it should demonstrate the efficient utilization of at least 8 /24 blocks in order to justify the assignment of a /20 block. In the case of end-user organizations that are multi-homed, LACNIC has a special policy to assign smaller blocks with the minimum prefix size of /24. In this case the organization should demonstrate the efficient utilization of at least a /25 block.
