What is the correct way to get shaders from an Effect?

Use D3DXCreateEffect to create an ID3DXEffect and then use GetPassDesc to retrieve a D3DXPASS_DESC. This structure contains pointers to vertex and pixel shaders. Do not use ID3DXEffectCompiler::GetPassDesc. Vertex and pixel shader handles returned from this method are NULL.
