OAR 581-022-1910 allows a school district to excuse students from a state required program or learning activity (including statewide assessments) and outlines the process for the district to approve the exemption. As with all school activities, exemptions requested by parents may be based on either a student’s disability or religious beliefs. A special education student may be exempted by the parent as part of the IEP process. In either case, an exemption counts as a non-participant in AYP reports and state assessment reports. The student is not included in calculation of the participation rate for the report card.
