What is the Copyright Royalty Board?
The Copyright Royalty Board is an agency of the Librarian of Congress, with respect to the administration of statutory copyright licenses, including cable retransmission. It was established following passage of the Copyright Royalty and Distribution Reform Act of 2004 on November 30, 2004. The Act phased out the Copyright Arbitration Royalty Panel (CARP) system and replaced the arbitrators with three permanent Copyright Royalty Judges.
