What is the Contraband Cigarette Trafficking Act (“CCTA”)?
A. CCTA makes it a ‘felony’ for any person knowingly to ship, possess, sell, distribute or purchase more than 50 cartons of contraband cigarettes. Contraband cigarettes means a quantity in excess of 10,000 cigarettes (50 cartons), which bear no evidence of the payment of applicable state taxes in the state where such cigarettes are found.
