If you wish to obtain a concrete mixture with a fairly good track record for producing the strength you require, I suggest you contact your local concrete ready-mix plant. They’ll be happy to e-mail or fax a field tested mix design to you. You can then just scale down the quantities keeping the proportions constant and it should work fine for you. Local available aggregate and curing conditions will be major factors in the final strength of the mix you produce. I would suggest working in US standard units if you’re in the continental US as they do not “speak” metric in the construction world. If this question is for “academic” purposes, I suggest consulting your text-book. Most “rule-of-thumb” designs deal in bags of Portland cement and rough proportions of coarse to fine aggregate.
