There is no connection, except that the founding members of the American Linguistics Center are former teachers at the American English Center in Dnipropetrovsk. The American Linguistics Center in Dnipropetrovsk is an independent, private business and is not affiliated with any other centers or schools of the same (or similar) name inside or outside of Ukraine.
