What is the Community Rail Development Strategy?
The Community Rail Development Strategy is based on the wishes of the communities served to remain connected to the national rail network; it is based on the concept of a different category of local railway, separately specified, with standards appropriate to its use; and it builds on the wishes of local communities to be actively involved in the development of their railway. Essentially, it is about putting these lines on a sustainable basis by bringing costs and income closer together. It recognises that continued subsidy will be required, and that it needs to be commensurate with the value of the railway to the community in terms of economic development, accessibility, social inclusion and the environment, as well as fitting with spatial development plans and fulfilling its role as the backbone of the public transport network.
