In the Federal Information Processing Standard (FIPS) 161-1 for Electronic Data Interchange[2], the US Government committed to using EDI X12 and EDIFACT standards in the exchange of business information with trading partners already using EDI. On October 26, 1993, President Clinton signed an Executive memorandum requiring Federal agencies to implement the use of electronic commerce in Federal purchases as quickly as possible.
