Under Minnesota Statutes Section 174.82, the Commissioner has authority for all aspects of planning, developing, constructing, operating, and maintaining commuter rail, including system planning, advanced corridor planning, preliminary engineering, final design, construction, negotiating with railroads, and developing financial and operating plans. Under Minnesota Statutes Section 174.35, the Commissioner is provided the authority to plan, design, acquire, construct, and equip LRT facilities in the Twin Cities metropolitan area. The Commissioner is not responsible for the operations and maintenance of LRT. That responsibility lies with the Metropolitan Council in Minnesota Statutes Chapter 473.
