It’s braille. If you use surf outside of pacifidlodge town you can find a place to use dive. you will come up in a cave. go to the back wall read the braille. It tells you to use dig. After doing so the wall opens up. Go to the very back wall. It says first comes relincanth last comes wailord. You need a wailord last in your party and a relincanth first in you party when you read this. If you dont have them, catch them and come back. It will open the three doors to the legendary pokemon regigisis, regirock and regice. You need to be able to read the braille to open the walls in each of them though, so i would suggest googleing the braille alphabet and writing it down.
