The Act is a wide-ranging piece of legislation which aims to add new powers to streamline and simplify earlier legislation (mainly the Environmental Protection Act 1990) and in some cases enables local authorities to issue Fixed Penalty Notices (“FPN’s”) as a means of enforcing low level environmental crimes, where a person can avoid prosecution if s/he pays it within the time given.
