Fernando Chavez was shot dead June 6 after chasing a late-night intruder out of his foster family’s home in Southeast Portland. The 17-year-old was a junior at Cleveland High School and played football. Police arrested Thomas Konschuh, the man accused of killing Chavez, later that night. “Our community has lost a bright young man who had a promising future,” Police Commissioner Dan Saltzman said of Chavez in a statement released today. In April, the City Council approved a resolution to lower city flags whenever someone 18 or younger dies as a result of abuse, neglect, or homicidal violence.
