What is the Citizen Review Board (CRB)?
The Oregon Youth Authority (OYA) and the Oregon Judicial Department, Citizen Review Board (CRB) have an Intergovernmental Agreement (IGA) which is renewed every two years. The agreement creates a specialized review process based on information-sharing, consensus-building and decision-making. The review process focuses on community protection, youth accountability, reformation and safety for youth in the custody of the OYA who are placed in substitute care. Local CRBs consist of community volunteers appointed by the juvenile court to review case plans and services to youth placed in substitute care. Local agreements are developed between each OYA parole/probation office and their respective local CRB on how they will review the cases.
