What is the CIP?
The Water Authority initiated the Capital Improvement Program in 1989 to plan and implement projects needed to meet the region’s future water demands. In 2004, confirming its commitment to water supply diversity and reliability, the Water Authority board of directors approved the addition of new projects defined in the 2002 planning study known as the Regional Water Facilities Master Plan. This action more than doubled the CIP budget from $1.3 billion to $3.1 billion. Since 2004, the Water Authority’s updated CIP has focused on the following initiatives to secure water reliability for the region: • Establish seawater desalination as a new, local supply of treated water for the region. • Build a Water Authority-owned water treatment plant to increase local production of treated water. • Increase local water storage by 100,000 acre-feet by raising the San Vicente Dam. • Construct new facilities to increase operational flexibility and capacity to deliver water, particularly during times o
