The cheapest way is to have the money ready and a whole bunch of free time, or the ability to get time off work at a moments notice. If you search the newspapers you can usually find all inclusive trips for 300$ or so per person if they are last minute. Otherwise the best bet is a travel agent, IN PERSON. searching online may be cheaper if you are willing to do the research yourself about the resort, the weather (be mindful of hurricane/rain seasons!) If you go to poorer countries do research on the currency, Cuba for example has two currencies the convertible and non-convertible peso, you may only be able to use the convertible peso at the resort but its better to tip in the non convertible peso. Also stock up at the dollar store before hand! The staff in poorer countries LOVE to receive things like toothpaste, toothbrushes, pantyhose etc as tips! and with the right toiletries as a tip you can usually plan your whole itinerary at the beginning of your trip instead of only a couple day
