To combat this statistic, California has enacted laws which mandate that all motorcycle riders and their passengers must wear full helmets, however some motorcycle riders fail to obey these rules and only wear novelty helmets which appear to satisfy the law, but fail to meet the required Department of Transportation safety requirements. These novelty helmets would therefore not provide any protection in the event of a motorcycle accident.
