What is the blackout policy of the CFL? What CFL games are blacked out?
Per this article, the latest television agreement with TSN (effective 2008 through 2012) allows teams to blackout two games per season. Therefore, it appears instead of announcing the lifting of blackouts, teams will indicate to the broadcaster which games will be blacked out, which may not be announced publicly except by on-the-ball journalists. A report from 2006 (when the new contract was signed) indicates that blackouts are controlled at the league level and requires the league to lift the blackout on a minimum number of games each year (thanks anonymous).
