The strongest tornado observed/recorded had estimated winds of 318mph. This was the Moore, OK tornado of May 3, 2003. Of course, it is possible tornadoes could be bigger and stronger than this and we just don’t have data about it. If it hits the middle of nowhere, nothing happens. If it hits a small town, Greensburg, KS happens. And if it were to hit a heavily populated area (as suggested/researched in a recent article about Chicago) then thousands of people could be killed with thousands or tens of thousands more injured.
