It really depends on the type of website that you want and the skills you have (or are willing to learn.) WordPress can be made to look like a static website (not just a blog) and they have some amazing themes available. You would need to learn how to edit CSS. However it has a very user-friendly interface. Dreamweaver is nice as well, but again you will need to know how to edit the code. There are tons of templates available for this product. If you have limited tech knowledge then go for a website builder product that includes hosting. Look for a drag and drop type interface where you just type and publish.
